There is a distinction between 'Applying to Graduate' and participating in the 'Commencement Ceremony'. Undergraduate students are 'graduated' after the Office of the Registrar has certified that all of the degree requirements have successfully been completed. Participating in the 'Commencement Ceremony' is simply the act of honoring and celebrating academic achievement at the ceremony held in May.
